Cruise Chaos Ends with Lifetime Consequences for 16 Passengers
What began as the end of a relaxing cruise turned into a chaotic scene at the Port of Miami after two families became involved in a large fight while leaving the Carnival Conquest. Video of the incident quickly spread online, showing passengers exchanging punches as shocked travelers looked on and law enforcement rushed in to restore order.
According to the Miami-Dade Sheriff’s Office, the incident was considered a “mutual combat” situation, and no one involved chose to press charges. Even without criminal charges, Carnival Cruise Line took swift action, permanently banning 16 passengers from sailing with the company in the future.
Carnival praised law enforcement for responding quickly and reiterated that violent or disruptive behavior has no place on its cruises. The incident serves as a reminder that actions taken both onboard and in cruise terminals can have lasting consequences long after a vacation ends.

Can You Be Placed on a Cruise Line’s “Do Not Sail” List?
Many travelers don’t realize cruise lines maintain their own internal “Do Not Sail” lists. Unlike the airline industry’s government-managed No-Fly List, cruise companies independently decide who may be denied future bookings.
Being placed on one can happen immediately following a serious incident—and in some cases, passengers don’t find out until they attempt to book another cruise.
Why Cruise Lines Ban Passengers
Cruise vacations are designed to be safe, family-friendly experiences for thousands of guests living together in close quarters. Because of that, cruise lines enforce strict codes of conduct.
Common reasons passengers find themselves permanently banned include:
- Physical fights or assaults onboard or in cruise terminals
- Threatening crew members or fellow passengers
- Severe intoxication leading to dangerous behavior
- Bringing illegal drugs or prohibited weapons onboard
- Damaging ship property
- Repeated violations of ship rules
- Filing fraudulent payment disputes or chargebacks after completing a cruise
Even if local police do not file charges, cruise lines can still determine that a passenger violated company policy and prohibit future travel.
No Criminal Charges Doesn’t Mean No Consequences
The Miami incident highlights an important distinction.
Law enforcement determined the fight was a mutual combat situation, and none of the participants wanted to pursue criminal charges. However, Carnival still exercised its right as a private company to deny future service.
Just as restaurants, hotels, airlines, and sporting venues may refuse service after violent incidents, cruise companies reserve the same authority through the passenger ticket contract every guest agrees to before boarding.
Is There One Universal Cruise Blacklist?
Not exactly.
Unlike the federal No-Fly List used by airlines, there is no single worldwide “No Sail List” shared across every cruise company.
However, several major cruise brands operate under the same corporate ownership. In serious cases involving violence, illegal activity, or significant financial losses, passenger information may be shared among affiliated cruise lines, potentially affecting future bookings across multiple brands.

State by State: State-level rules differ dramatically. Some states ban drones entirely, others allow them only in specifically designated areas, and a few require you to apply and pay for a recreational or commercial permit in advance.
Federal Airspace: Manned or permitted flights require checking FAA regulations, including passing the TRUST test and using airspace applications.
